USA: Obama signs law validates health reform.

The new law strips the ability of banks to issue federal student loans, making the government a direct lender. The president said the change will save more than 60,000 million dollars over the next decade, which in turn would be used to fund scholarships Pell and reinvest in community colleges.

"I do not align with the banks and the financial industries in this struggle, this is not what I came to Washington, nor any member of Congress who are here today," Obama told the audience at the Virginia Community College North. "We stand with you. With students Americans ".

Private lenders may continue to expand college loans not backed by the government, and also will contract to manage some federal loans. But the change reflected in the new law represents a significant loss in what had been a business of 70,000 billion to the banking industry.

Among many other changes, it is anticipated that the new law will provide some graduates repaying their loans.

The government essentially guarantee that workers with low-wage jobs to reduce their payments. The law restricts current monthly income to 15% of these workers, the new law will lower to 10%.

About half of undergraduates receive federal student aid and an estimated 8.5 million students going to college with the help of Pell grants.

Obama effusively praised lawmakers who supported the health and education projects. Many of them face tough opposition in their districts because the first of the two projects, a complicated mix of restrictions on the insurance industry, increased coverage and compulsory insurance.

was presented by Dr. Jill Biden, wife of vice president, who taught English there.
